Is it normal for the knobs to rotate past the marked setting stripes? The knobs on my new dryer can rotate a full 360 degrees.

Yes it is. The dryer timer knobs will also turn in both directions, clockwise and counter-clockwise, when setting the dry cycle.

is this GE dryer a 4 prong electric att 220 amps?

If the dryer circuit is on a circuit protected by a GFCI breaker, then 3-wire installation is not permitted. House wiring and dryer must be configured for 4-wire. Use a new UL-listed 240V 30 amp dryer power supply cord with closed ring terminals or spade terminals with upturned ends.
